Submission from a Managed User not to overwrite the submission date and time on a students receipt

If no changes to the current receipt, then submitting doesn't create a new receipt....any changes must be recorded.

At present an additional user/counsellor can log in on behalf/or with a student and submit preferences. Would like to have an option to not override the original submission if they are confirming as this will skew the submission order when the data is exported back to V9.
