Voting Manager - ability for students to nominate potential candidates

Students login, view a list of students and tick which ones they nominate to be a candidate. The actual candidate and then the manager to approve/reject the nominations which then turns them into candidates. Candidates then get emailed their login details and process stays the way it is from there
