Subject Rule to control whether Text Entry questions are required

Currently text entry questions can only be set to optional or mandatory.
Would like the ability to control via subject rules ie if a subject has been completed then a text entry question is required to be answered. And, if a subject has been selected then a text entry question can be either optional or mandatory to answer.
