Allow Preference Reordering to be applied to Preference Groups.

Currently if this option is allowed a Student can move a preference across all preference groups (example Preference 6 in the Electives group could replace Preferences 1 which might be the English).
Suggestion is to provide an extra check box that only allows a student to reorder a preference within a group (Eg Elective 6 can be moved to Elective 3).
