Ability for the Manager to mass email additional users

To distribute login details to additional users, the manager to have the ability to "Mass Email Additional Users". Essentially replicate the functionality we have for mass emailing students and viewing the transmission. The link to access this function would be on the Manage users page.
The default template to have details relevant to additional users, see attached file.
