Add an Approval Workflow for High-Impact Timetable Changes

When a timetable is published, recycled/deleted, or restored, it can make significant changes to linked Daily Organiser data. At present, these actions are applied immediately, increasing the risk of accidentally removing important information or making structural changes that affect multiple users.
It would be beneficial to introduce an Approval Workflow for high-impact timetable actions.
The system could automatically assess the impact of a timetable action and require approval before proceeding if it would:
Remove more than three:
Cancellations
Teacher Absences
Room Availabilities
Teacher Replacements
Room Replacements
CRT Availabilities
Student Attendance Changes
Change the Day/Period structure.
Approval requests could be sent to users with appropriate administrative permissions, who would be able to Approve or Reject the request. If approved, the original timetable action would complete automatically. The system should also maintain an audit trail recording who made the decision and when it occurred.
Benefits:
Reduces the risk of unintended high-impact timetable changes.
Protects important Daily Organiser data.
Improves accountability.
Provides a clear audit trail of approvals.
