Allow absence reason codes to control bulletin visibility and categorisation, without exposing private absence details
The daily bulletin currently lists all teacher absences under a single "Teacher Absences" heading, with reasons hidden for privacy. This means staff marked absent for school business or meetings appear alongside genuinely off-site staff - creating the false impression that senior teachers are unavailable or not on site, when in fact they are present but booked out. Schools need a way to surface the distinction without breaching staff privacy.
