SO - Allow quick selection of students with same, tag, or restrict assign issues

On the select students pop up screen, add extra selection options to enable quick selection of students that appear in [11G] because they have not met the same, restrict assign or tagging settings on the grid. These items should only appear in the drop down list if there are students that have not met the criteria.
