TT - Change order of load columns on the On/Off lists to be consistent with other screens

On [4A] Teacher Names, [8D] Teacher Faculty Loads and the Teacher List supplementary task on [14] Edit Timetable, the Proposed Load appears to the left of the Actual Load. The teacher on/off lists in section [12] and [13] have Proposed Load to the right of the Actual load and should be changed so that all of these screens are consistent.
