SO - Submit order to be added to standard student fields

When files are exported from Web Preferences the Submit Order is added as one of the spare fields in [2A] Student Names. This limits the number of spare fields that schools can actually use. It would be preferable for Submit Order to be one of the standard fields so that schools can assign the spare fields as required. As a spare field, Submit Order was available as a student set. As every student has a different submit order it is not required that this be a student set.
