TT - Remove the unscheduled buttons from the Teacher and Room allocation screens

Remove the unscheduled teachers button from [12B] Blocked Teacher Allocations and [13C] Teacher Allocations. Also remove the unscheduled rooms button from [13E] Room Allocations. The on/off listings provide a better way to view this information.
